Programme Manager for Ukraine's Green Recovery

The new Nefco Green Recovery Programme for Ukraine (The Programme) aims to pave the way for a greener recovery for the war-damaged Ukraine. Through various initiatives, the programme provides financial and technical assistance to municipalities to conduct repairs and rebuild in an environmentally sound way and support them in accommodating internally displaced people and designing Local Green Recovery Plans with Nordic support and competence.

We are looking for a Programme Manager to join us for an initially 2-year fixed-term position at Nefco's headquarters in Helsinki. The Programme Manager will be reporting to the Head of Nefco's Eastern Europe Department.

The programme was launched in July 2022 and project implementation is running at a, given circumstances, high speed. The EU, Denmark, Finland, Norway and Sweden are the programme's main contributors.

The Programme currently provides grants for investments and technical assistance for green recovery measures to some 60 municipalities in the government-controlled areas of Ukraine, while possibilities to again engage in loan financing is being explored.

The Programme addresses both direct and indirect consequences of the war. With its investments in green recovery, it helps municipalities to:

  • accommodate and serve internally displaced people
  • support the repair, maintenance and upgrade of critical public service buildings and utilities
  • restore, enhance and develop local social services infrastructure, including schools, kindergartens and medical institutions, also taking into account persons with disabilities; and
  • integrate environmental considerations into all recovery actions.

Responsibilities

The Programme Manager will:

  • Manage projects, oversee and progressively provide guidance and support to project managers within The Programme for Ukraine, focusing on addressing obstacles and managing risks
  • Monitor projects' budgets
  • Track projects' progress
  • Prepare and, as relevant, present progress, budget reports and project proposals to Nefco and donors
  • Communicate programme objectives, goals, and progress to stakeholders
  • Develop new leads.

Required competencies, experience and personal qualities:

  • Master's Degree or minimum 5 years of professional experience in related field (project management, engineering, finance);
  • Extensive experience at a senior level of programme/project management in international investment projects preferably in Eastern Europe by or through IFIs;
  • Fluency in English and any Nordic language (Finnish, Swedish, Danish, Norwegian or Icelandic), with strong verbal and written communication skills, is required. Knowledge of Ukrainian is an advantage;
  • Ability to work professionally independently but primarily as a team member in an international environment;
  • Passion for the green transition and personal motivation to make a difference;
  • Ability to advocate and provide advice;
  • Demonstrated experience in negotiating technical priorities and define and focus on priority outcomes;
  • A proactive approach to work, good follow-up and follow-through;
  • Excellent interpersonal, consensus building and negotiating skills are essential.
